Is it possible to have custom background colors in forms, reports, and even
regular data tables? The color selector is very limited and does not offer
a color picker.

For forms and reports is it possible to make a repeating background GIF of
my custom color?

Yes, there is a color picker. In design mode , if you move the cursor into
the background color (for example of a form), on the properties sheet, then
you can then hit the button with ... dots kind looks like [...]

At this point your get the limited set of colors, but you can hit the
"define custom colors, and then you get a color picker.
For forms and reports is it possible to make a repeating background GIF of
my custom color?

Well, since you got the color picker, then you might not need the gif idea.
However, forms do have a setting to "tile" the back ground picture. Again,
you will find this setting in the forms property sheet.
