Background Color for Outlook Property Page

I've been searching for this all day and haven't had much luck.

I'm try make my Property Page for my Outlook Addin (using ATL) to match the
other Pages in Outlook 2003. I figured out how to get Visual Styles working
so my buttons looks correct however the background color for the page is
still wrong.

Suggestions? I know this can be down because OutlookSpy's Property Page
appears correct in Outlook 2003.

OutlookSpy explicitly paints its property page using the theme API if themes
are enabled.
