If I create a back up disk with a floppy disk and I format my harddrive to
end any problems I may be having. Can I recover the files I had before with
the disk or will they be eliminated forever?
 
First flaw in your plan is that a backup will not fit on a floppy. You can't
even get enough on a floppy to boot an NT system let alone restore and run
everything.
If you backup to a media that is large enough to hold everything (tape or
another Drive), then format the sick drive and do a bare install of the O/S
(enough to get at the backup software), then yes it will work. And remember
to backup the "System State" too.

On another note there is backup software that will create a Floppy with
enough info to restore a system (such as Veritas), but not with Windows
native Backup.

They can not be backed up on one floppy. You can make an ERD, but it will not
contain all of your backup. It only makes three files that point to all the files to
recover a system that has problems.

Move all your data, and other (Address Book, Favorites, Outlook Express email
files, etc.) to another Media like burning a CD, or using a Jump Drive. Then you can
move them all back after you do a Clean Install.

I have an extra 3 GB harddrive. would I be able to back up my files into
something that small?
 
Only you can answer that as we do not know how much Data you've got.
Give it a test and find out.
 
Can't the data be compressed so that it can fit into a small space? and then
uncompressed when you get the system up and running?
 
Run a Test and see what YOUR System and YOUR Backup software/hardware can do
with YOUR Data.
We do not know how much Data you have or the quality of the
hardware/software you're using and can not predict the kind of compression
you can achieve with what you've got.
Test It and SEE.
