Your problem is not WinMail-specific. It's an in general issue with
Windows and settings of the keyboard layout.
Open the Control Panel and then "Regional and Language Settings".
There you can set which languages and keyboard layouts are available.
Having dine so, in the "LanguageBar" (right side of the TaskBar) you can
then select the wanted keyboard layout.
As this is an English speaking newsgroup and AFAICS none of the group's
"regulars" is able to talk to you in Dutch, in future case pls ask in
English.
A true alternative would be to post in a Dutch group. For questions on
Vista (incl. WinMail):
microsift.public.nl.windows.vista
