Is there any way to configure Outlook before a profile is
setup? What I want to do is make it so that the deleted
itmes folder is set to delete on close and greyed out so
it cannot be changed. I would also like the sent items
folder to be deleted automatically every 30 days. I
would like to set this so that whenever a profile is
setup in Outlook these settings are already configured.

You can set the first option by means of Group Policies.

For the second you can create a retention policy which applies to all mail
folder except the Inbox.

You can also set retention settings on the Exchange server.

Is there somewhere I can look that would explain more on
how to use Group Policies to Control Outlook, and also
explain how to use retention settings?

Group Policies have their own newsgroup and is part of the Operating System.
The Office Group Policy templates are contained within the Office Resource
Kit which can be downloaded from the Microsoft site.

Retention settings are self explanatory when you see the settings you can
make in the template. All it does is checking whether a message is older
than x number of days. If so; it gets deleted.

Group Policies are great but don't get too carried away with it or you're
users will be thinking that they are being controlled too much.
