automatically restart numbering

I'm trying to create a template that contains a numbering feature.
I want to have a numbered list of steps with substeps (a,b,c), such as the
following:

1. dkjfldjf
a. ldkfldjf
b. ldfjldjfld
2. dkljfldjf
3. ldkjfl
a. kdfj
b. kdljfl

The problem is that the substep under step number 3 wants to start with c
instead of restarting with a. Does anybody have a solution?

Also, when I start a second series of steps, I want to restart with number
1, which my style is not allowing me to do. Solutions anyone?
 
The best way to set this up is to use outline numbering linked to paragraph
styles. You must make sure the whole hierarchy is set up together, working
from the top level style - if you try to set up the lower levels separately
you won't get the restarting working correctly.
