automatic update "downloading" but always at 0%

everytime i start my computer, whether online or offline,
i still have the windows automatic update on the bottem
of the screen. I cant click it, it wont go away, nothing
happens and it just sits there. Ever since its been like
that my computer has been running slower. I have turned
off the sutomatic updates to see if it will go away and
it does not. I have went to the update site and i have no
updates available. Ive even ran norton and all my updated
spyware stuff but nothing seems to get it off there. Any
ideas?
 
Look in the notepad under
C:/Windows/SoftwareDistribution/ReportingEvents.
See an activity log there?
