automatic restart loop, how to stop at error message?

I am in a continous restart loop. I get to the "select save mode, etc.",
when I select "last known .." the XP logo appears and for a fraction of a
second a blue scree with an error message and then the pc restarts again. I
can never read the message. I do not get into windows, so I cannot remove
the automatic restart option.

Is there a way to stop at the error message ? (break did not work)

or is there a way to change the automatic restart option from "outside"
(after starting from the CD fx).

Thank you Treeman! I do not get into Safe Mode. I do not get even into Safe
Mode with System Prompt (I translate from german, so some of my wording may
be wrong). The pc just restarts. In the meantime I started to do what
knowledgebase http://support.microsoft.com/?kbid=314466 says (ie trying to
change the CrashControl Value in the Registry); the article advises to
install a separate WinXP, start regedit and how to change the registry of
the original installation. This is what happened:

the PC has 2 SATA 200 Gb HDDs
(HDDs reported by bios as primary and secondary master)
disconnected HD no 1
connected no 2 to SATA plug no 1
started pc with recovery cd
normal winxp setup started from cd
setup reports (on screen where partition is to be selected) that there was
no drive available!

--> I have given up and will return the pc to the shop

but, it would be interesting
-) if I did something wrong with these SATA drives (driver?, jumper of 2d
HD?)
-) or if this is a hint to problems of the sata controler
