Automatic Download feature in outlook 2003

Automatic download feature is new in Outlook 2003. It
blocks download of pictures contained in mails received
over the internet unless it is disabled. We noticed that
even when this feature is disabled our users who do not
have internet access cannot download pictures contained
in emails that they receive over the internet. Is this
by design or are there other settings that can correct
this? In previous versions of outlook this was not an
issue. Any suggestions will be appreciated.

Um, if you are not connected to the Internet, how do you expect to receive
any information, let along images in Outlook, that are stored ON the
Internet???

Post all replies to the group to keep the discussion intact. Due to
the (insert latest virus name here) virus, all mail sent to my personal
account will be deleted without reading.
