Autocomplete & passwords

My AutoComplete is not saving any Username and Password.
When I ran through the Microsoft Knowledge Base Article
306895 and attempted to re-register RSABase.dll and type
in Regsvr32 /u RSABase.dll in my run box, the following
RegSvr32 message appears: LoadLibrary("RegBase.dll")
failed - the specified module could not be found.
Any fixes possible for this?

As far as I know there is no cure yet for this issue.
Notice that the Microsoft Knowledge Base Article
306895 refers to :

The information in this article applies to:
Microsoft Internet Explorer 5.5 for Windows 2000
Microsoft Internet Explorer 5.0 for Windows 2000
 
I have the same problem except I am using XP home. Any solution to the
problem in XP?
