When I start Outlook 2003 I must manually hit send/receive to get mail. I
can't find an option to make this automatic when I start Outlook 2003.

Enable an automatic polling interval in Tools > Send/Receive > Send Receive
Settings...

The only options listed are "Define send/receive groups", "Disable sceduled
send/receive" and "Show progress"
Nothing about automatic polling.

Scheduled Send/Receive is the same thing as automatic polling.

mail.

Explain what you mean by "not disabled.". If you have specified an interval
for automatic Send/Receive, then Outlook will perform a Send/Receive on
launch.
