auto numbering messing up for outlining

need assistance as to why the auto numbering for outlining is messing up...
noticing lots of quirks in v2003... am i missing a service pack???

Please describe the issue. I'm not familiar with it. What do you mean by
"messing up"? Perhaps others are familiar with it?
