You can try the winexit.scr from the Resource Kit. CAVEAT: Winexit.scr will
need to be configured to close any open apps automatically in order to force
a logoff, which may
make your users unhappy. I think it also needs a Registry tweak to make it
work for non-administrative users.
I want auto logoff users when they "Lock Computer" time
will reached more than 15 minutes. winexit.scr not able to
calculate time itself, which is my requirement.

Are you using AD? You can configure the Screen Saver "timeout" settings
under User Configuration\Windows Components\Control Panel\Display.
