What is the cleanest way to have a program start when a computer is
restarted? Specifically, I would like Outlook Express to start
automatically after I restart my computer. Also, is there a way to
designate that the program start minimized? Thank you.

Stick a shortcut to OE to your startup directory.
X:\Documents and Settings\All Users\Start Menu\Programs\Startup

Put a shortcut to it in C:\Documents and Settings\Ken\Start
Menu\Programs\Startup

Replace "Ken" with your user name.

Also, is there a way to
designate that the program start minimized? Thank you.

Right-click on the shortcut and choose "Properties." Change it to
"Minimized" in the Run box.
