I want to create a rule to put a copy of any message I write into a specific
folder and I don't see that option when using the rules wizard. It asks me to
set up a rule for messages I receive but not the ones I create. Could you
point me in the right direction?

Run Rules Wizard again and start with a blank rule for messages you send.
 
I forgot to mention I was using Office 2003
