Attachments getting Scrubbed

If I receive a message with an attachment, and then reply to it, the
attachment does not go back to the recipient.

Is this a setting issue?

Can I change the setting so that attachments go back with my reply?
 
No, replying implies that the sender still has it. If you need to send it
back again for some reason, reattach it or press Forward instead.
