Attachment Download problems

I had to replace a dead hard drive on my Dell Inspirion 4100 and since then I cannot open fliles sent as attachments to any of my e-mail accounts.
When I click on Download to see the file the Error message reads
c\document\name\locals\temp file cannot be SAVED because source file could not be read. Is this an XP problem and how do I fix it,
or is a problem with Microsoft Access problem because I am running 1997 Accesss and the attachments I am getting are from sources using Access2000
 
This is most likely to be a setting in the security for your email application.

Check to make sure that it does not prevent you from viewing attachments. They will not be deleted, just that you won't be able to copy them to a folder or view them.
 
Can you please clarify where I can find the e-mail applications setting you referenced.
I went to Control Panel, Internet options, clicked advanced, and found a whole series of engage/disengage choices under Accessability, but none that specifically named downloads. Was I in the right place?? If not please guide me the the correct location to fix that security setting.
 
If you're using Outlook Express..open OE...tools..options..security
tab and uncheck do not allow attachments....
