attaching photos to e-mails from PS Elements

when I try file/attach to e-mail in Photoshop Elements, I get the following
error message: <<The procedure entry point WNetEnumCachedPasswords could not
be located in the dynamic link library MPR.dll>> Clearly this is some kind
of Windows system error......any help?? (runningWin XP home)

It is conceivable that MRP.dll is the wrong version. Try substituting the
one here...

SAVE the old one for restoration.
