ASSOCIATE VACATION TIME SPREADSHEET - EXEL

I am trying to make a simple spreadsheet to keep track of employees vacation
time. The problem I am having is trying to get their accruel rate to be
automatically added on certain dates. Thanks.
 
What are the rules for accrual rates?
What dates do you want them added to?
What formulas have you tried so far?
