Associate a USB Device will all USB ports?

Doesn't work that way. Regardless of which socket/port is used
if the device is USB 2.0 compliant it remains the same. Only USB
1(.1) devices are socket/port sensitive. Most PC's have a single
Enhanced (USB-2) controller/Root Hub and multiple USB-1(.1)
controllers and Hubs. Only Full Speed devices can be redetected
if plugged into a different socket.

Clear as mud ?, isn't it.
 
Can this be done without plugging the device into all the ports?

In theory yes, assuming you connect the device to each USB port one at a
time. Then install drives if requested. This way, in theory, no matter
which USB port you use in the future it "should" see your device.
