assigns automatic private address

i have a router set to assign ip addresses through dhc
when i set my laptop to assign ip address auto and dns auto it assigns an automatic private address of ip 169.254.198.38 and a subnet of 255.255.0.
i cannot get it to use the dhcp of the route
in order to pull files off of the laptop i have set the ip, dns, and subnet that the router has but i am not able to navigate the ineterne
any suggestion

Is this a wired or wireless router connection? Do you know that the laptop is
successfully connecting to the router?

What model router? What model nic in the laptop?
