aspnet-state.exe application error

I am getting this " aspnet-state.exe application error" on my laptop. I cant
open the start run to open any thing, the moment I open run and type like "
cmd" or regedit or something hit enter the computer will reboot. What is thei
" aspnet-state" how can I fix this problem?

Try to repair the ASP.NET as instructed below:

The ASP.NET state service (Aspnet_state.exe) is not installed when you
install the 32-bit version of ASP.NET 2.0 on a 64-bit computer
