What is ASP. NET and why does it appear as a user account named "ASP.NET Machine A" on my computer??

"ASP.NET Machine A" on my computer??
 
OK. As I don't know what it is, or what or who created it, why it was created or what it's purpose is, is it ok to delete it
Might it have been automatically crested if I signed up for a .NET passport?
