I am not following what you are asking?
Is this an additional Domain Controller in an existing domain? If so, then
you really do not need to worry about anything as the regular AD replication
will take care of everything. You should make sure that you do a back up of
at least the System State.
If you want to just make triple sure that you have all of your user and
group accounts in the event of some super tragic situation then you could
use ldifde to make a .ldf file that would contain all of your user and group
accounts so that you could - in the event that your back ups do not work (
would not want that! ) - simply install WIN2000 on a server, dcpromo it to a
domain controller and then use this .ldf file to create your user and groups
accounts very quickly.
