Are XP of HongKong and XP of Taiwan the same?

Hi,everyone.
I am an MS test engineer in Beijing and I have to do tests on Windows XP of
HongKong current days. I installed several versions of XP,include RTM,SP2,but
I always found the default locale set is Taiwan each time. So it seems that
XP of HongKong and XP of Taiwan are the same.
I have turned to my colleagues, but they didn't figure the issue out. Will
anyone do me a favour?Thanks in advance!

Open the motherboard's BIOS and set what default language is set there.

Perhaps my expression made you miss my point. The question I wanted to ask
is what's the difference between XP of HongKong and that of Taiwan,how can I
tell from them.

Are these unattended installs?
It is possible to set the default locale in the winnt.sif/unattend.txt
files.
It is also just a registry setting.

If I am given two Setups:one is HongKong and the other one is Taiwan,how
can I tell them apart?
