ARCSOFT Question

My main Anti-virus program begins scanning at a program called Arcsoft which
is on my main drive c:. It is not an executable and is not a desk icon nor in
start, nor start all programs. Arcsofts file is a directX. This program slows
my anti-virus way down. Scanning then cooks right along through the rest of
my system. Please, can someone tell me what ARCSOFT is and since it isn't in
Control panels add/delete file, can I safely at least send it to recycle bin.
Arcsoft is 552MBs. Thank you :)

It installs as part of your digital camera installation.
