Arabic special characters on on-screen keyboard

I have not been able to figure out how to type special Arabic
characters (e.g., madda above alef or shadda above a character) using
Microsoft`s On-Screen keyboard.

Hi Alan,
Do you mean this (Tanween) Like آ ٲ,ٱ
You can insert this by using the Character Map by Start >> All Programs >>
Accessories >> System Tools >> Character Map.
If you have the Multilingual package you can switch to Arabic (Select Saudi
Arabia if you need the Fosehaa (Literal) Language.

The simplest way is to install the Arabic keyboard on
your PC. This lets you type any Arabic character by
just tapping the correct key on the keyboard. Using
charmap.exe is another way, as suggested by Nass.
Note that not all applications are capable of displaying
Arabic characters. Notepad, for example, cannnot.

I was not clear, but I have installed Arabic support for Windows
and Office, as well as the on-screen keyboard. However, I was
confused as to how to type diacritical marks (or vowel marks, if you
prefer), until I found this link: http://zsigri.tripod.com/fontboard/

With the on-screen keyboard, I press Alt-Q before or after a letter
and nothing happens. So, I still do not see how to type vowel marks.

When I switch to the Arabic keyboard layout then the vocalizing
marks are invoked with Shift+Q, Shift+A, Shift+E and Shift+X.
