Applying Functions to Another Cell

If I want to use a formula on a separate cell that the
formula is not entered into, how would I go about doing
that?

ex: In Cell A1 I have =ROUNDDOWN(A1,-3)

I want to apply this to a separate cell than a1. Also, if
I only want the function to use the formula for values
that exceed 2000, how would I do that?

=IF(B1>2000,ROUNDDOWN(B1,-3),B1)
