Applications/programs not working after hard drive capacity maxxed

I have a 75G hard drive on my
computer (not big, but still important) that like over night seemed to fill
up. Wednesday (12-22) it was running fine, but Thursday (12-23) it was at
99% full. Norton AV '04 tried to run Thurs. morn, but was unable to because
of the full hd. I attempted to free space by deleting items. I tried using
the "add/remove
programs" function but when I would click it nothing would run. I went in
and manually removed files (pictures, videos, etc.) and freed up 10 G. I
tried running NAV agin but just like the "add/remove", nothing happened. I
then tried shutting down and then restarting, but system really started
acting funny (hangin during restart, causing me to shut it down from the
power strip several times). I finally tried rebooting in "Safe Mode",
deleted a few apps with the "add/remove" (2 games) giving me now 15 G of free
space. I tried to run the restore from the "MSConfig" tool but nothing
happend (as stated in my original post) that I could see. I also tried
running "Help and Support" but nothing happened. When I ran task manager I
saw 3 apps running on the resource tab, "rstrui.exe" - 33%, "HelpCtr.exe -
33%", and "NMain.exe - 33%". If I kill one or 2 of them, the remaining will
take the other apps cpu usage. This is where I am now. I have since freed
up about 30% by deleting other games, files and defragging my disk. But it
still takes nearly 5 minutes to reboot, and apps like Norton AV and Windows
Media Player still won't run. Also, when I restart with normal startup,
backgound apps are hogging cpu time causing it to run at 100% (time is split
equally among 4 - 5 apps).

Anyone got any advice for me?
