Applications not Working

I am getting errors every time I try and open an
application. For any app I try and open, a box pops up
and says that windows cannot find the .exe or .dll
required to start it up. I have not changed any paths or
folder locations. If I want to open, for example, Word,
I have to go to a document and open it that way.
It all began when I lost access to https:\ sites. I
also lost my ability to download any updates. The error
said that my settings would not allow it. But I had not
changed anything.
I deleted my Norton Internet Security (that did not
work). Then I tried teo get help form Microsoft, Cox,
and Dell, with no success.
Finally, I just used the disc that came with the
computer and re-loaded Windows. That fixed my https:\
access and ability to download any updates.
That led to my current problem. I understand that some
programs had to be re-loaded. But even after I do that,
I still get the pop-up stating Windows cannot find
the .exe or .dll required to run teh requested
application.
Any ideas?
 
Right click on your shortcuts that aren't working and
click on Find Target. If it is unable to find the
target .exe file then locate it yourself in each
respective program folder and rename the location on the
properties popup. Any questions, email me. (e-mail address removed)
