Apple iTunes Error Message

I'm on a Dell XPS with Windows XP Pro.

I'm trying to download a video I bought on iTunes.com. I keep getting this
error message at the end of the download, and the file does not transfer to
my computer:

"iTunes could not save to your Music Folder because you do not have write
access. Check the permissions on your Music Folder and folders in your Music
Folder, then use the Check for Purchased Music command in the Advanced Menu
to try again."

I can't figure out how to change these settings. Please help. Thanks.

I followed the instructions in this file. When I located the parent folder, I
found that all the "Allow" checkboxes were already checked. I tried clearing
them, rebooting, then resetting them, but to no avail. Very frustrating.
