I find setting up office wide read- only document are easy. however seemingly
anyone can change them(including removing fields!) and store them on their
local drive. can this be stopped?

G'day "Pete" <[email protected]>,

Password-protect the documents from changes - but even that can be got
around by preexistent users. The best way is to run regular
discoveries of workstation files looking for illegal copies.

Can this be stopped? No.

You could protect the document for forms with a password and no formfields.
This would truly make it read-only. Of course, this is easily defeated as
well; just not quite as easily. A tad more secure is saving in pdf format.

The only way to truly stop a document from being copied is to not allow it
to be seen.
