As in Business Contact Manager? In this case that might count as a 3rd party
program (I'm not sure because I don't use it). You might try locating and
renaming or deleting your outcmd.dat file while Outlook is closed -- when you
reopen Outlook the default toolbars will be recreated and your changes
*might* stick. Unfortunately if you've made any other customizations to your
toolbars they will be lost when you allow Outlook to recreate the outcmd.dat
file (if you rename the old one instead of deleting it, you can always
restore it later if recreating it didn't solve your problem). If the changes
don't stick, the BCM toolbar is probably screwing everything up and
unfortunately there's not much you can do about it if you want to keep using
BCM.
Note: If you use Windows 2000 or XP, you'll need to search within hidden
folders to find the outcmd.dat file.
