Any software to comment/draw in a PDF file?

I'd like to highlight lines of texts. Most software for pdf can only
print or view, unlike adobe acrobat.

The latest version of Foxit @ www.foxitsoftware.com (and possibly previous
versions) has a typewriter function, whereby you can write on a PDF and
print what you've written. However, you can't save the PDF with the
typewriter text.

Not quite highlighting lines, but it's the only freeware I've seen that
allows you to do anything to a PDF.

Brava Reader allows you to do some kind of markup but it requires there
to be a pre-existing xrl or mrk file. I suppose that means that
someone has previously marked up the file with some version of Adobe
Acrobat Standard or Pro and generated those types of files.

You can convert the PDF documents into high resolution jpgs or their
images using Ghostscript and GSView. You could then markup the files
in PowerPoint or maybe even word (hint try using the image as a
background. Format Menu -> Background Choice -> Picture Tab -> Select
Picture -> browse for your GSView converted picture).

I wrote up how to fill in PDF Forms using Ghostscript, GSView and
PowerPoint here (highlighting would not be much different than filling
out forms with text boxes in PP):

Rumor has it you can save the file, but with a watermark on the first
page. An alternative is to print to a PDF File using a PDF driver,
like PDF995, or CutePDF Writer. This gives you the original PDF File
with the highlighted comments superimposed.

Also with Adobe Reader version 6 and 7 (maybe 5 too), you can choose
the option File Menu -> Save as Text. This extracts the text from the
document. You can then open the text document in a Word processor,
reformat it and comment on it. (This little known feature is really
there).
