You can organize "Favorites" (and "Start") in the same way that you do
any other folder on your computer...use Windows Explorer to make folders
within the main folder, give the new folders descriptive names and put
whatever you want into them.
In the case of "Favorites", the "whatever" would be the URLs - the
internet shortcuts - that are already in the primary Favorites folder
which is at C:\WINDOWS\Favorites.
In the case of the Start menu, the whatever would be the program
shortcuts that are already in C:\WINDOWS\Start Menu\Programs
