any free email account can use outlook

I want to ask if any free email account can use outlook to manipulate
the emails? Looks like hotmail doesn't work anymore, unless we pay for
that.

Open a freebie Yahoo! Mail account.
Use YahooPOPs to access it using any POP3 e-mail client.

Actually, no, POP3 at Gmail has some severe failings along with some
other shortcomings.

If you RETR your e-mails on every mail session (and follow with a DELE
although apparently it not a requirement when using Gmail's pseudo-POP3
service) then Gmail will work for you. If you instead monitor your
Gmail account then e-mails that appeared in one mail poll will disappear
on the next one.
 
I installed YahooPOPs but couldn't see how to retrieve emails from
yahoo.

Best place to ask is their forums where that community is focused on
that product plus the authors visit there regularly. You'll probably
have to provide more details than "don't work"; otherwise, you'll just
get redirected to their permanent posts that describe more of what is
already described in the documentation.
