Anti-spam programs at the desktop level

Is there an anti-spam program(s) that will work with Outlook at the desktop
level? We're in a large, decentralized organization with an central IT staff
reluctant to put any effective anti-spam software in place.

Moreover, central IT does not recommend running Outlook in cached mode, as
it seems to cause conflicts, of some sort or another. Doing so, however,
seems to limit the efficacy of the junk mail filters in Outlook.

I use SpamBayes in conjunction with Outlook 2003 Junk Rules very
successfully.

I will give that a try. I didn't get an answer for a couple of days so I 've
tried out Spam Bully, which seems to work, but I'm not interested in
deploying it on dozens of boxes.
I figured there might be some freeware out there.
