another desktop icon question

when i start xp i get the desktop background, either the selected scene or the blue page if "none" is selected. However, there are no icons. If i do a control/alt/delete and then just hit the red X closing it out, doing nothing, the icons appear. i recently had to repair the registry to get the internet working to fis a "socket" problem using an MS procedure. Perhaps this brought it on.
In summary, summoning and then closing out the task manager fetches the icons.
Why?

Try safe mode,(shut off your computer,REPEATEDLY pump

the F5 key while it starts up,then when the safe mode
screen pops up select safe mode)go to user accounts,and
create an extra account make it adm. then go into it and
change your account back to adm. then reboot.Go into your
account and delete the extra account you created.
