Annoying mouse problem

Every time I set my mouse wheel to scroll 3 lines every turn, it goes back to just one line every time I restart my pc. Can anybody tell me why this is happening, or what I can do to fix this? Any help is appreciated. Thanks!
 
I had trouble with that once, but it was in Win98, so this might not help:

It was with my Logitech trackball, and I had setting for the wheel in two
places- in the windows mouse control panel, and in the Logitech software.
Try seeing if you have two locations also, and if so set the wheel scroll in
both places.

Well that wasn't it as this is a new computer and the only place to change the drivers was through the control panel, but I did finally find the problem. I'm on a laptop and I stumbled on to the fact that the software controlling the touchpad was causing the problem. When that was removed the problem went awy and when I reinstalled it, the problem came back. Touch pad still works fine without the software only now I can't tweak it or change any of the settings on it. Oh well. Thanks for helping.
