I recently installed this processor and had everything working great it recognized the full potential of the cpu (2.0 GHz). I installed service pack 1a for windows xp and now Windows picks up the processor as a 1.0 Ghz processor...However if I shut it down and leave it be for a while and then restart it it will return to 2.0Ghz...Why is this and how can I fix it?

Could be a few things, not all of which are related to Windows XP.
Download, unpack, and run wcpu330.exe from www.h-oda.com
The link is under "Downloads" on the left.

wcpuclk.exe will show the true speed of your processor.

.
I hope this works. GoTo Windows Update and run the
scan. It should come up with a driver for the Athlon
XP. Just to make sure it gets installed GoTo the Control
Panel/System/Hardware/Device Manager and down to
Processor then the driver tab and 'Update Driver'. Try
letting Windows install the driver and try updating the
driver manually from a specific location.

I tried that but no dice...any other ideas?

I read your "problem" but the way you describe it, it makes no sense.
You say when you started it was 1.0. Then when it is shut down, and then
you started it, it is 2.0. Which is it? 1.0 or 2.0 ?????

Do you have Cool n' Quiet enabled in BIOS? Your CPU will throttle down to
the lowest level required (voltage and CPU speed).

Is this a Mobile processor or Desktop? Also, do you have any throttling
enabled in the BIOS. Mine supports lowering the clock speed by 50% when
not in use or in "idle." You may want to check that.

Have you installed AMD Athlonâ„¢ XP Processor PowerNow! Software? Finally,
don't entirely trust Windows to display the correct speed. Use a program
designed for your processor. Here is a link to both that AMD Athlong
PowerNow Software as well as AMD CPU Information that you should use to
really determine the true speed:

Well, there are two things I'd like to mention. First, what does the
AMD CPU Information program say? That is the official speed of the
processor. Second, you may need to change some settings in the BIOS or
even possibly some preinstalled software that may be doing this.

AMD PowerNow! is for laptops. Cool n' Quiet for desktops. If you have Cool
n' Quiet enabled in your BIOS, then when you are not dong something CPU
intensive, the CPU will throttle both frequency and voltage up to 65% of
it's rated value. This results in lower CPU temps (a good thing) and lower
electricity usage (another good thing). It does not affect the performance
of your computer, because it will "throttle up" as needed, so that when the
full rated frequency and voltage of your CPU are needed, it will be used.
Perhaps you should visit www.amd.com and read about it there.

Your statement about PowerNow! not running on AMD chips is completely wrong.
It will run on AMD only, but it is designed for Athlon-M and other AMD based
mobile chips (Sempron, etc).

A little education on your part will help you understand what you are
seeing...it is completely normal.
