I recommend MediaMonkey Standard (http://www.mediamonkey.com/).

There are rumors that it will be possible to compile Amarok 2.0 under
Windows when QT4 is released under a new license, but I don't know details
when this will happen.

Are there any other freeware music managers out there?

The Godfather (http://users.otenet.gr/~jtcliper/tgf/) is very good (handles
tags, file management, album art downloads etc.).

Snapfiles has a decent list of freeware music organisers too
(http://www.snapfiles.com/freeware/gmm/fwmusicman.html).
