alternative dialing properties

Hi all, is there an alternative way to set the dialing properties? E.g.
editing a certain ini file? because when I use the dialing properties dialog
box, the system hangs.

I also found out, with the nifty program regmon.exe, that a request of the
registerkey HKCU/Control Panel/International, and also HKCU/Control
Panel/International/iCountry resulted four times in a buffer overflow. I
suppose this has to do something with the problem?
