Every time I restart or standby on my computer the date and time change even
if I have the date, time, region, and synchronization set. What's up with my
computers internal clock?

Time loss while computer is powered off is almost always due to a weak
battery on the motherboard. When it gets really bad, your BIOS
settings can get lost as well. Replace your battery.
