Alt Tab issues with vista

Whenever I am running a fullscreen program and hit Alt-Tab my screen goes
through the process of changing resolution, which is normal, but then when it
finishes with that, instead of having whatever I alt-tabbed to, it is a blank
light blue screen with horizontal white lines running across, and the only
way to exit this screen is by resetting the computer.
 
Hmm, what kind of graphics card do you have, how much video memory, and how
much ram installed on your computer? This seems like a graphics card or
memory issue.
