allowing http traffic on port 7778

I need to access an online query via a link (button) found at the bottom of
the page:

http://www.cpsc.gov/library/neiss.html

In order to access the online query, I need to allow http traffic on port
7778.

How do I (admin) allow http traffic on port 7778?


FYI: I already tried completely disabling the startup Windows XP Firewall
and allowing cookies, but the problem still persisted.


I am using Windows XP.

You directed me to the right place, but for whatever reason it still won't go
through. Have you tried accessing the link (button) at the bottom of the
page (http://www.cpsc.gov/library/neiss.html)? I contacted the webmaster and
he said everything was working fine. Any suggestions?
