Allow only a single user to log into a Win XP machine

I have a computer I am deploying that I only want Administrators and 1
specific user to logon to. How can this be done?

Define how ever many admin-level accounts you want (if you need more than
the default "Administrator" account) and define the one account you want but
don't make it an admin-level account. Then whomever logs in under that one
account cannot create more accounts.

Use gpedit.msc - denying logon...
