Allow forwards without automatic picture download

I have Outlook 2003 set up to block automatic picture downloads to protect my
privacy, but when I receive spam e-mails, especially sexually oriented, I
would like to forward the e-mail to Forward Spam to FTC ([email protected]) without
Outlook coming up and telling me that it must download the picture from an
external server in order to forward the message. Maybe there is a way to
already do this, but I have not found it. I would like this feature
available so that these e-mails can be sent to the FTC without me risking the
download process of the pictures that were blocked.

It can't be done. In order to forward the pictures, they must first be
downloaded to your computer.
