Allow forwarding of emails without downloading linked images

This is a Security enhancement suggestion to help combat email fraud and
spoofing.

I frequently receive emails from spoofers, etc that have images attached or
are totally encompased with one large image. The normal course of action
would be to forward that email to the fraud or spoof email account of the
subject site (paypal, chase, bank of america, etc); however outlook does not
allow forwarding the email unless I download the images in the email. I do
not want to do this because it authenticates my email to the spoofer.

My suggestion is to enable outlook to forward the email without downloading
the images.
