Allow downloads

I am using XP Home with Service Pack 2. When I try to download an update to
one of my programs, NERO, the IE security features blocks it. As instructed
in the help file, I've tried both enabling the automatic prompting for
downloads and also enabled prompting for active x downloads. Neither let me
download.
What else can I do?
When I'm on a secure site, can I turn off all the security features to allow
the download
