All programs won't launch

I managed to screw up my registry, it was backed up. Now when I turn on the
PC the screen comes up normal until I log in. After I log in the desktop
icon are all generic and I cannot start any programs including the restore
program. The programs will not launch in safemode either.

Does anyone have any ideas on how to restore the backup registry?

Start the System Restore tool from a command prompt.

1.Restart your computer, and then press F8 during the initial startup to
start your computer in Safe Mode then choose start computer in 'Safe Mode
with a command prompt'

2.Log on to your computer with an administrator account or with an account
that has administrator credentials.

3.Type the following command at a command prompt, and then press ENTER:
%systemroot%\system32\restore\rstrui.exe

4.Follow the instructions that appear on the screen to restore your computer
to an earlier state.

I tried these instructions. An empty "window" opened but there were no
instructions or even a cursor. Seems to be a step in the right direction
though. Any other suggestions?
